I have never seen a fuel petcock that needed replaced unless it was leaking. I would suggest you have a blockage either in the tank, petcock or in the fuel line from the petcock. If you havent already, pull the line off from the petcock and see if fuel flows. If so, then your block is in the line to the carb. If not, then you have narrowed it down more but I dont think you need to replace the petcock. You should be able to take it apart (carefully, or you will end up leaking). I would hate to see you replace it and find out its the tank or line.
